

St. Elmo Avenue is not only a heavily trafficked state highway, its condition continues to deteriorate.
As residents are aware, some repaving on the north end was completed in 2005, but substructure repairs apparently were not completed first, so there are numerous cracks, indentations and other flaws that have developed and are worsening with time and the high volume of vehicles. Meanwhile, the south end of St. Elmo Avenue was not repaved in 2005, and the cracks and potholes have continued to develop.
The Public Works Office of Chattanooga has authority only to do some patching work since St. Elmo Avenue is a state highway, but it has been in touch with Councilman Manny Rico about its concerns. The Tennessee State Highway Office must plan for and accomplish the major work that needs to be done. Interested citizens can express their opinions to the TDOT District 1 offices, but they should be aware that budget constraints caused by a drop in tax revenues associated with the recession make a quick solution unlikely.
